Business Model

It must be classified as an elementary, middle, secondary or postsecondary independent or public institution. Post-Secondary candidates shall primarily offer diplomas, bachelor's, post-grad certificates, and master's or Ph.D. degrees in programs designed to educate students for academic, professional, technical, or occupational careers. Other types of educational activity may be considered if it leads to professional enhancement at the postsecondary level.

An institution is presumed to be an institution of postsecondary education if it:

  • Enrolls most of its students in one or more programs, the content of which is on a postsecondary academic level and which leads to a postsecondary academic credential (such as a certificate, diploma, or degree) or an occupational objective.
  • Enrolls students who possess a high school diploma or its equivalent or who are beyond the age of compulsory school attendance and demonstrate, through valid assessment, an ability to benefit from the educational experience.
  • Offers at least one program, which is a minimum of 300 clock hours in length, and which leads to an academic credential.

Legal Status

The applicant must provide evidence of its legal status in the province, state or country of origin. It must be legally organized; be licensed by the appropriate state, province or country ministry of education or agency for postsecondary institutions; or the appropriate provincial or state agency for authorizing business conduct in that state or province for non-institutional entities. For non-Canadian Institutions in countries where legal authority to award degrees is not available or required, strong evidence of acceptance as a reputable private institution with significant support from all key stakeholders must be provided. For all institutions, educational services must have been provided to the general public for at least two years immediately before consideration of the application by CEQAC.

Incorporation &Sustainability

It shall be organized as a corporation, a limited partnership (with a general corporate partner), or a limited liability company. It cannot be a sole proprietorship or a partnership (without a general corporate partner.) The institution must be organized as a full-fledged educational institution, providing a full array of services to students. (A non-institutional entity may be considered under some circumstances, but they do not qualify for federal student aid programs or to award degree programs.) The applicant shall demonstrate solid evidence of financial sustainability.

Management Model & Compliance

The institution must show evidence of having offered educational services for a minimum of two years immediately before application. It must also demonstrate financial stability as evidenced in an audited financial statement and analyzed by CEQAC. Positive net assets and a current 1:1 ratio or above of current liabilities to existing assets are considered minimum requirements. Exceptions may be discussed with CEQAC. The Applicant shall also comply with all applicable laws and regulations of the state, province or country of origin.

The institution’s program content is comparable to other accredited institutions. And has more than 50 percent of the programs delivered in classroom-based, in-person settings.
