Quality, skills and inclusion: CEQAC’s research focus
How should quality be defined, evaluated and sustained in education that serves adult skills and workforce participation? An invitation to collaborate.

CEQAC’s research begins from one question: how should quality be defined, evaluated, and sustained in modern education systems that support adult skills development, workforce participation, and economic inclusion?
Why it matters now
Much of today’s adult learning happens outside traditional institutions: in workforce programs, professional development, corporate training and short credentials. Quality frameworks built for seat-time degrees do not always fit them, and learners, employers and funders need ways to judge them that do.
Areas of interest
- Defining and evidencing quality in competency-based and short-form programs.
- Learner protection in a fast-growing, diverse provider market.
- The role of quality assurance in newcomer integration and inclusive economic participation.
- How accreditation can drive improvement rather than compliance.
Working together
We welcome collaboration with university-based research centres, applied research institutes, policymakers, workforce development organizations and community-serving partners. If your work touches these questions, propose a partnership.
